Overview
As a result of the COVID-19 pandemic and national emergency declaration on March 13, 2020 three pieces of legislation including the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed last spring, Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) passed in late 2020 and the American Rescue Plan Act of 2021 (ARP) passed in March of 2021, represent funding appropriated for institutions of higher education to prevent, prepare for, and respond to coronavirus. Taken together, CARES, CRRSAA and the ARP represent HEERF I, HEERF II, and HEERF III, respectively. In total, Palmer College of Chiropractic has received and awarded $1,777,813 in emergency direct assistance to students through the HEERF Grant program.

HEERF Grant Federal Grant Reporting Requirements – Student Portion – Fully Spent
- Palmer College of Chiropractic has signed and returned to the Department of Education the Certification and Agreement with the assurance that the institution will use the applicable amount of funds designated under CARES, CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to students.
- Palmer received $404,695 from CARES, $404,695 from CRRSAA and $968,423 from ARP from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
- As of September 30, 2021, a total of $1,777,813 in Emergency Financial Aid Grants have been distributed to students under Section 18004(a)(1) of CARES, CRRSAA and ARP combined and $267 from the Institutional Portion under Section 18004(a)(1) of CARES, CRRSAA and ARP.
- Palmer College of Chiropractic estimates 2,800 students were eligible to receive Emergency Financial Aid Grants to students under CARES, CRRSAA and ARP (a)(1) and (a)(4) programs.
- As of September 30, 2021a total of 2,577 students have received an Emergency Financial Aid Grant under CARES, CRRSAA and ARP (a)(1) and (a)(4) programs
- Unlike previous guidance under CARES, and CRRSAA, ALL students were made eligible for HEERF with the passage of the ARP. Schools were still required by the U.S. Department of Education to prioritize students with exceptional financial need. Under CRRSAA and ARP Palmer notified all students of the opportunity to apply for HEERF grants, acknowledging the requirement to prioritize students with exceptional need. 366 students applied and were awarded a total of $423,400, based on their demonstrated need. Award amounts ranged from $150 to $2,650. With the application-based process complete, Palmer awarded and disbursed the remaining funds in a block grant format to currently enrolled students. With the guidance in mind, award amounts ranged from $125 to $1,500 and were tiered based on degree program, Pell-eligibility, and domestic versus international student status.
- An initial notification of the funding approval was announced to students April 28, 2020. A HEERF Grant FAQ was announced and made public May 7, 2020, and applications for eligible students were made available to students on May 18, 2020. Distribution of HEERF Grants started on May 21, 2020. On April 7, 2021, students were informed of additional resources to support those experiencing financial hardship and invited to apply for HEERF if they had exceptional need. Those grants were disbursed starting May 19, 2021. On June 4, the remaining HEERF grants were awarded and disbursed to students with their tiered approach to prioritize students with exceptional need.
